Senator Richard Lugar urged NATO to update its charter. "We are used to thinking in terms of conventional warfare between nations, but energy could become the weapon of choice for those who possess it," he said. Lugar warned the opening session of the NATO meeting that "it may seem to be a less lethal weapon than military force, but a natural-gas shutdown to a European country in the middle of winter could cause death and economic loss on the scale of a military attack." peakoil.com -> yorkdispatch.com : The chief executive for Shell berated Washington for spurning the United Nation's Kyoto agreement on global warming, saying U.S. backing for a global regulatory framework would create incentives for oil companies to reduce carbon dioxide emissions. "For us as a company, the debate about CO2 is over. We've entered a debate about what we can do about it," Royal Dutch Shell PLC chief Jeroen Van Der Veer told a gathering of hundreds of political and business leaders from the Middle East and elsewhere. Shell has made an effort to at least appear green, though critics would say the company is more about propaganda than anything else, given that Shell's main product is oil. peakoil.com -> financialexpress.com : Oil production in Southeast Asia will reach a peak in 2013 as fewer new fields are found, forcing the region to evaluate its dependence on crude, said Michael Smith, chief executive of UK-based consultant Energyfiles Ltd. Crude oil output will hit an apex of 3.3 million barrels a day by 2013, said Smith, during a presentation at the OSEA 2006 conference in Singapore. Southeast Asia's gas production will hit a total of 4.7 million barrels of oil equivalent a day at the same time before reaching a top level in 2020. "The region won't be able to sustain the aircraft and automobile growth that has happened in the past," said Smith. New deepwater production from Malaysia and Vietnam and supplies from Thailand will stave off the peak. From 2013 onward, the region will become more of a natural gas supplier, exporting 1.6 million barrels of oil equivalent a day. (2006-12-07 12:38:59 SGT)
